In a move aimed at empowering rural communities and encouraging sustainable tourism, the Goa government has amended its Homestay Policy to provide direct financial assistance to local households. Tourism Minister Rohan Khaunte announced that eligible applicants will now receive a INR 2 lakh grant upfront to set up homestays, replacing the earlier reimbursement-based model that had deterred many rural families from participating.
Speaking during the monsoon session of the Goa Assembly, Khaunte said, “The earlier requirement to invest first and claim later was impractical, especially for women in rural areas. Based on community feedback, we’ve made the policy more accessible and inclusive.”
The revised policy applies to homestays offering one to six lettable rooms within the owner’s residence, strictly in non-coastal, non-urban areas to maintain the rural focus. While registration is open across Goa, incentives will be reserved for households outside mainstream tourism zones.
The scheme’s core goal is women-led rural tourism. “This isn’t just about increasing accommodation options. It’s about creating livelihoods, preserving Goan heritage, and giving rural women a leadership role in tourism,” Khaunte said.
Applications will open after the Assembly session ends on August 8, with the initial rollout supporting 100 homestays.
