In a move aimed at strengthening Kolkata’s MICE and events ecosystem, the West Bengal government has floated a tender to develop a large-format hospitality and events facility at Biswa Bangla Mela Prangan on EM Bypass.
The proposed project will be built on an open deck above the venue’s multi-level parking structure, spanning approximately 66,800 sq ft. The new space is planned to accommodate F&B outlets, event infrastructure and allied public amenities, enhancing the commercial potential of one of the state’s largest exhibition and convention complexes.
The development will follow a design, develop, operate and maintain (DDOM) model, with a private operator investing capital and managing operations in return for a monthly licence fee to the state. The structure allows the government to monetise underutilised infrastructure without direct capital expenditure, while offering private hospitality and event operators a strategic foothold within a high-footfall public venue.
Industry observers see the move as part of a broader push to upgrade trade and convention infrastructure in eastern India. With Biswa Bangla Mela Prangan hosting year-round trade fairs, exhibitions and cultural events, the addition of integrated hospitality facilities is expected to drive higher on-site spends, extend visitor dwell time and strengthen the venue’s competitiveness in attracting large-scale events.
The project will be executed through the West Bengal Trade Promotion Organisation, with compliance requirements covering food safety, fire norms and environmental standards—critical for large-format public venues.
