TeamLease RegTech has released a new report highlighting the growing regulatory burden facing India’s food processing sector and urging MSMEs to adopt a “compliant by design” approach to enable sustainable growth.
The report, titled Decoding Compliance Management for the Food Processing Industry, states that a typical mid-sized food processing enterprise operating across multiple establishments now manages more than 3,000 compliance obligations annually along with over 30 regulatory approvals across various stages of business operations.
According to the report, the sector operates under a highly complex regulatory framework comprising 2,042 central compliances and 1,243 state-level compliances, making technology-enabled compliance management increasingly critical for operational scalability.
The report notes that India’s food processing sector contributes 7.93% to manufacturing output and 17.6% to overall Gross Value Added (GVA), while supporting millions of livelihoods across the country.
Commenting on the findings, Rishi Agrawal said companies can no longer treat compliance as a back-end administrative burden and must instead build proactive, risk-based compliance systems supported by digital infrastructure, trained personnel, and periodic audits.
The study further revealed that nearly 29% of all compliance obligations — amounting to 1,344 requirements — carry criminal provisions including imprisonment, often linked to procedural lapses rather than deliberate violations.
The regulatory environment also continues to evolve rapidly, with the food processing sector witnessing more than 130 regulatory changes from sectoral authorities in the past year alone.
Labour laws account for nearly half of all compliance requirements in the sector, followed by industry-specific regulations, environmental and safety norms, and taxation-related obligations.
The report concludes that structured and technology-driven compliance frameworks can help food processing MSMEs transform regulatory discipline into a long-term competitive advantage while supporting national and global expansion ambitions.
