The Government of Maharashtra has clarified that Holi, Muharram and Gandhi Jayanti will continue to be observed as designated dry days across the state, reaffirming that there has been no change in the existing excise policy. The clarification comes after a report by Pune Mirror suggested that liquor shops might be allowed to operate on certain festival days to curb illegal and black-market alcohol sales. Officials have since confirmed that the report was inaccurate and that restrictions on liquor sales during notified dry days remain fully in place.
According to the state excise department, the policy governing dry days is part of a long-standing regulatory framework aimed at maintaining law and order, respecting religious and national observances, and ensuring compliance across the hospitality and retail liquor ecosystem. The department emphasised that licensed establishments—including bars, restaurants, hotels and retail liquor outlets—must continue to adhere strictly to the notified calendar of dry days issued each year.
In 2026, Maharashtra is expected to observe approximately 28 dry days. These include key national holidays such as Republic Day (January 26), Independence Day (August 15), and Gandhi Jayanti (October 2), along with major religious festivals including Holi, Diwali, Mahashivratri and Muharram. On these dates, the sale of alcohol is prohibited across the state, although hotels and restaurants may continue normal operations for food and accommodation services.
For the hospitality sector, such clarifications are significant because festival periods often coincide with increased travel demand, social gatherings and events. Hotels, restaurants and event venues typically plan menus, promotions and guest experiences in advance based on the official excise calendar. Any confusion regarding dry day regulations can disrupt operational planning, inventory management and guest communication.
