The Government of India has approved the redevelopment of two prominent hospitality assets in New Delhi—The Ashok Hotel and Hotel Samrat—under the National Monetisation Pipeline (NMP) 2.0 framework. The plan aims to attract private sector participation through Public–Private Partnership (PPP) models, with a combined investment potential of around INR 1,200 crore.
According to the details shared by NITI Aayog, the redevelopment of these brownfield hospitality properties will be carried out using a direct contractual approach with private investors. Under the proposed structure, the redevelopment of The Ashok Hotel has an estimated investment outlay of about INR820 crore, while on the other hand Hotel Samrat is expected to see investments of roughly INR380 crore. These investments will contribute to the government’s broader asset monetisation programme and will be counted as monetisation proceeds under NMP 2.0.
The redevelopment of The Ashok Hotel—one of the capital’s most iconic hospitality landmarks located in the Diplomatic Enclave of Chanakyapuri—is expected to be taken up earlier in the implementation cycle, with the project targeted for award around FY2027. The redevelopment of Hotel Samrat, also situated in central New Delhi, is expected to follow later, with the award timeline projected around FY2030.
Both properties are currently owned and operated by India Tourism Development Corporation, a central public sector undertaking under the Ministry of Tourism. Through the PPP structure, the private sector will invest in upgrading infrastructure, modernising facilities and enhancing operational efficiency, while the government retains ownership of the underlying assets.
Industry observers note that redeveloping legacy hotels through PPP could unlock significant value for India’s hospitality sector. With rising demand for modern accommodation, large convention spaces and premium hospitality experiences in the national capital, such kind of projects are expected to strengthen the city’s position as a key destination for business travel, events and international tourism.
