The Chhattisgarh government has approved a policy framework to develop mahua-based heritage liquor as an organised industry, positioning the indigenous spirit as a commercial beverage while creating new income opportunities for tribal communities.
The decision, cleared during a high-level review meeting chaired by the Chief Secretary, directs officials to classify mahua-based liquor manufacturing units on par with agro-processing industries under the state’s industrial policy. The move is expected to formalise production, attract private investment and strengthen value addition around one of the state’s most abundant non-timber forest products.
Under the proposed model, private entrepreneurs will establish and operate liquor manufacturing units, while the state government will facilitate marketing, licensing and banking support. The Chhattisgarh State Minor Forest Produce (Trading & Development) Cooperative Federation has been appointed as the nodal agency to implement the initiative.
The federation will undertake a feasibility study covering raw material availability, minimum viable production volumes, supply chain economics and market potential before inviting expressions of interest (EOIs) from investors. Participating entrepreneurs will be required to declare procurement prices for mahua flowers, ensuring transparency in sourcing from tribal collectors.
The government has clarified that no incentives beyond those available under the existing industrial policy will be extended to investors.
Industry observers believe the initiative could create opportunities for India’s premium spirits, tourism and hospitality sectors, as heritage liquors gain traction among experiential travellers seeking authentic regional food and beverage experiences. The policy also aligns with the growing consumer demand for indigenous craft spirits with traceable origins.
According to tribal rights advocate Shubhranshu Choudhary, government-backed branding and marketing of mahua liquor through tribal cooperatives could significantly improve incomes for women engaged in mahua collection.
The state is also planning an investors’ summit to attract industry participation, signalling its intent to position mahua as Chhattisgarh’s flagship heritage beverage while strengthening the tribal economy through organised value-chain development.
